If a child is injured by a defective road, can the muncipality liable for the defects if it had no actual or constructive knowledge of them?

No, while a municipality is responsible for damages resulting from a defect which was in existence for so long that a reasonable inspection would reveal it, the local government entity is entitled to summary judgment where it had no actual or constructive notice of the defect.
